美商會:88% 會員續在台投資,67% 憂綠能供應

台灣美國商會今(7)日發布「2023 年商業景氣調查」報告,調查顯示受訪會員公司仍對台灣景氣前景抱持信心,88% 會員公司計劃維持或擴大在台投資;另外,有 67% 受訪者擔心是否有足夠的綠色能源供應來源,並有 42% 受訪者期待政府能將「充足的能源」列為未來 1 至 3 年的首要任務。

美國商會公布「2023年商業景氣調查」報告並指出,雖然2022年受到俄烏戰爭、通膨等因素影響,導致全球經濟走軟,但會員公司仍對台灣景氣前景抱持信心,71%會員對2023年的台灣經濟前景充滿信心;79%會員則對未來3年的經濟前景持樂觀態度;並有73%會員對其公司未來12個月的收入成長、前景表達樂觀態度,也有85%會員對未來3年的成長空間充滿信心,另外,88%會員表示2023年會在台灣持續投資、甚至擴大投資。

另外,美國商會調查顯示,為配合台灣實現2050年淨零碳排目標,56%會員公司已正式承諾落實淨零排放,並使用100%再生能源,然而,也有67%的受訪者擔心是否有足夠的綠色能源供應來源,42%受訪者期待政府能將「充足的能源」列為未來1至3年的首要任務。

政策與環境方面,調查結果顯示,46%會員認為台灣法規並沒有與時俱進、43%會員認為各部門對法規解釋不一致,另有42%會員表示,就算是新出爐的法規也與產業實際情況有所脫節;美國商會指出,會員反映的法規問題大多與再生能源及醫藥等有關。

關於台灣政府未來1到3年施政優先重點,在可以複選的情況下,55%會員認為「兩岸關係」是重中之重,40%則認為是「國家安全」。另外,44%會員表示台灣政府應更加注重「人才發展與維持」、42%會員在意「能源供應」,另外,僅有30%會員認為「台美雙邊貿易協定」(BTA)的簽訂應列為台灣政府的施政重點。

不過,雖然國家安全與兩岸關係被美國商會會員視為重要問題,有67%會員稱2022下半年的台海緊張局勢加劇,並未對企業造成重大干擾,不過,也有47%的會員公司表示已經(或計畫)調整業務,以因應地緣政治問題。

AmCham: 88% of Members Plan to Continue Investing in Taiwan, 67% Concerned About Green Energy Supply

The American Chamber of Commerce (AmCham) released its “2023 Business Climate Survey” on April 7th. The survey shows that member companies remain confident in Taiwan’s economic prospects. Eighty-eight percent of the surveyed members plan to maintain or expand their investment in Taiwan. Moreover, 67% of respondents expressed concern about whether there will be sufficient green energy sources, and 42% hope the government will make “sufficient energy” a top priority in the next 1-3 years.

The AmCham’s survey report shows that although the global economy softened due to factors such as the Russo-Ukrainian War and inflation in 2022, member companies still remain confident in Taiwan’s economic prospects. 71% of members are confident in Taiwan’s economic outlook for 2023. Furthermore, 79% of members hold optimistic attitudes toward the economic outlook for the next three years. Also, 73% of members expressed optimism about their company’s revenue growth and prospects in the next 12 months, and 85% of members have confidence in their growth prospects for the next three years. Additionally, 88% of members stated that they will continue to invest in Taiwan in 2023, and even expand their investments.

The AmCham’s survey also shows that 56% of member companies have committed to achieving net-zero emissions and using 100% renewable energy in order to support Taiwan’s goal of achieving net-zero carbon emissions by 2050. However, 67% of respondents expressed concern about whether there will be sufficient green energy sources, and 42% of respondents hope the government will make “sufficient energy” a top priority in the next 1-3 years.

Regarding policy and environmental issues, the survey results show that 46% of members feel that Taiwan’s regulations are not up to date, 43% of members feel that the various departments have inconsistent interpretations of regulations, and 42% of members feel that even newly introduced regulations are out of touch with the actual situation of the industry. The AmCham pointed out that the regulatory issues raised by members are mostly related to renewable energy and pharmaceuticals.

In terms of the government’s policy priorities in the next 1-3 years, with the ability to select multiple options, 55% of members believe that “cross-strait relations” are the top priority, while 40% believe that “national security” is the top priority. Furthermore, 44% of members believe that the Taiwan government should pay more attention to “talent development and retention,” 42% of members are concerned about “energy supply,” and only 30% of members believe that the signing of the Taiwan-U.S. Bilateral Trade Agreement (BTA) should be a priority for the Taiwan government.

However, although national security and cross-strait relations are viewed as important issues by AmCham members, 67% of members stated that the heightened tensions in the Taiwan Strait during the second half of 2022 did not cause significant disruptions to their businesses. Nonetheless, 47% of member companies stated that they have already adjusted their operations, or plan to do so, to respond to geopolitical issues.
